Multiple land-use through effective usage of subsurface dimension

The 4 track Willems-railtunnel in Rotterdam is an early example of
large scale urban infrastructure, forced underground by this socalled
`lack of space'. The tunnel replaced an elevated railway that carved
up the city centre for the past 100 years. Because a short tunnel
(limited to the rivercrossing) would have had a very negative impact
on the spatial quality of the city on both riverbanks, it was decided
to construct a tunnel with a maximum length (of four kilometres).
Strangely enough, only since its completion, cityplanners start to
see the possibilities of this newly formed open urban space in the
centre of the city, the so-called Binnenrotte. A new urban plan is
underway that will add 2000 upscale housing units to the direct vicinity
of the tunnelsite.
